Description: The Residential Manager provides managerial and direct support to more than one licensed or unlicensed settings.
Direct development, implementation and oversight of residential services (typically two or more houses) of Easterseals Blake Foundation Community Living Services including management of program and program staff, compliance with all contractual, financial, and documentation requirements, as well as ensuring consistent and quality delivery of services.
Duties include assessing, evaluating, and supervising services for individuals with developmental disabilities, physical disabilities, and/or mental health challenges.
Responsible for coordinating applicable services, social, vocational, educational, and community services/activities with residents.
This position is distinguished from other CLS direct care positions by its responsibility for direct training of direct support professionals, implementation of program plans, program organization, and participating in medical, individual service plans, and social service activities directly related to ensuring the highest quality of support to residents.
The Residential Manager works with the Residential Coordinator to perform the following: Essential Duties and Responsibilities: Provides supervision of positive interactions and active involvement in the growth and development of EBF Community Living Services staff Responsible for activities and support services to participants at assigned site(s) Makes decisions on routine matters and consults Residential Coordinator on more complex issues Coordinates and participates in the activities of a specialized program and maintains the approved matrix staffing range to ensure quality care Responsible for adhering to the site’s budgeted amounts for household goods, food, and cleaning supplies Communicates and interacts with residents on an individual and group basis, promoting individual choice, freedom, responsibility, and support Participation in the hiring, development, performance management, and separation of site staff Provides direct care to participants in accordance with the individual service plan and behavior treatment plan, and ensures that staff assigned to the site are trained in the plans Promotes best practices in proactive strategies to enhance and reinforce positive behavior supports Ensures standards of care are maintained and monitors members’ mental and physical health to enable appropriate intervention/prevention of problems Assists in monitoring expenditures and program allocations to meet current and future needs Monitor efficient controls to ensure the integrity of residential operating and member fund accounts Direct programmatic adherence to all AZ DES DDD contract requirements, including acquisition and maintenance of all group home licensure requirements Conduct internal monitoring systems to ensure successful outcomes for all external monitoring and reviews Assist with corrective action plans as necessary for contracting and compliance entities Timely assessment of all Serious Incident, Incident, Internal Incident, and Risk Management Reporting per policy Active participation in home visits, initial meetings, transition placements, high profile encounters, etc.

Manages staff time so that overtime remains at or below 3.
5% Participates in staff and administrative meetings as well as in-service trainings Ensure CLS properties are maintained to ensure a safe, clean, and healthy environment for members and employees Ensure CLS equipment is maintained in a safe and operational manner at all times Availability to respond to critical needs of 24-hour residential services Periodic and routine programmatic inspections to ensure documentation and standardized practices comply with contract requirements, EBF policies, and other regulatory bodies Maintain positive communications and relations with employees, members, guardians, contract entities, authorities, and EBF Other duties as assigned Required Skills/Knowledge/Abilities: Concepts and best practices in the provision of behavior/physical management techniques in crisis situations and attains assistance if needed Principles and practices of program administration, employee development, residential scheduling, and strategic planning of 24-hour programming Possess knowledge of AZ DES DDD qualified vendor agreements, regulations, standards, guidelines, and policies for services to individuals with intellectual and developmental disabilities Possess knowledge of and reflect Easterseals Blake Foundation’s policies, practices, business goals, culture, vision, mission, and values Experience and skill in analyzing and evaluating programs and services Be self-directed, yet work as a collaborative member of the CLS team Possess working knowledge of human behavior indicative of mental or physical disabilities, and principles and practice of self-determination Strong knowledge of functions and goals of residential care Ability to apply safety precautions and accident prevention techniques used in transportation and resident care and ability to teach others the same Understand a household budget, reconcile receipts accurately and allocate spending appropriately Maintain cooperative working relationships with professional staff, guardians, families, care givers, coworkers, and community organizations Ability to work in a team environment, remain attentive to ideas, recognizing responsibilities, and actively participating with others to accomplish tasks and achieve desired goals Ability to remain calm, non-defensive, and with a supportive attitude during crisis or potential crisis situations Ability to recognize opportunities for learning and professional development in direct care staff and ability to coach others for success Knowledge of HIPAA privacy and security policies and rules Ability to prepare clear, concise, and accurate reports and other job-related documents Skill in maintaining an Outlook Calendar at all times, routine use of a computer for professionally worded emails, accurate and timely timekeeping, drafting reports, etc.
Be sensitive to cultural and linguistic diversity Analyze budget and program data Active management and guidance of Community Living Services residential staff in their various roles and responsibilities to ensure programmatic and contractual compliance Work in a fast-paced environment with simultaneous performance of many different duties, responsibilities and tasks Daily priorities may change frequently and the position requires quick response time Ability to articulate and apply program management requirements and techniques Ability to learn about and implement trauma-informed practices within the scope of work Operate mobile phone, laptop, tablet, desktop computer, Microsoft Office software applications, Windows based software, and other technology as needed Read, write and speak effectively in English Requirements: Clean criminal background check and the ability to obtain and maintain a level one clearance card Bachelor’s degree in related field with 2 years’ experience managing IDD service delivery, program development, quality assurance, or professional development OR High School diploma/GED with 4 years of management experience with 1 year of IDD or Behavioral Health field experience OR any equivalent combination of education and experience Must have and maintain a valid, unrestricted Arizona Driver’s License, good driving record, and be at least 21 years of age as required by corporate fleet policy Have access to reliable transportation at all times Maintain current CPR, First, Aid, Article IX, Prevention & Supports certification, training required for any DSP position, and a variety of supervisory level training as required by Easterseals Blake Foundation Must be available by home or mobile phone for easy access by agency personnel 24/7 Must be able to work flexible schedules: weekends, nights, days, evenings, holidays, partial shifts, 8/12/16 hour shifts Physical requirements: The position requires physical effort sufficient to meet licensing authority requirements.
The physical effort for this position varies based on the location of the assignment and the content of the assignment Must be able to utilize Personal Protective Equipment (PPE), such as face mask, gown, goggles, and gloves, for any amount of time necessary to provide a physical barrier to protect the employee and others.
Must be able to remain in a stationary position Must be able to move to support individuals with developmental disabilities Must be able to operate a computer, phone and other office equipment, and wheelchair brake, lifts, etc.
