Introduction We are looking for an IT Solutions Manager to establish and oversee cross-functional and cross-departmental team(s) to implement, manage, and maintain IT solutions for Public Safety.
This model will involve establishing and leading team(s) with dedicated IT and Public Safety staff, jointly designing and implementing IT solutions for public safety and the City of Tucson as a whole.
We believe this will improve the speed of service we can provide our Public Safety Partners (Police, Fire, Emergency Management, Public Safety Comms, etc.
) and accelerate IT's ability to meet our partners needs, through a new org model with dedicated staff, introduction of scaled agile, and DevOps methodologies.
This role will be instrumental in standing up and leading the new team, model, methodologies and processes, as well as the resulting day to day operations.
Successful performance in the role includes the creation of long-term overarching public safety strategy and roadmaps, investment plans coordinated across all public safety orgs in partnership with IT, and the resulting technical roadmaps and operational guidance and direction for teams to achieve the desired future state capability and feature improvements.
General Description Under general supervision, positions assigned to this classification are primarily responsible for designing, evolving and managing of IT solutions across city operations.
Essential Functions: Solution Roadmap Development (20%): Develops high-level plans and more detailed tactical plans and targets for the development & delivery of IT solutions, inclusive of milestones for launch, adoption, and measuring operational improvements.
Identifies and prioritizes the key features and functionality of solutions, coordinating deliverables and expectations with product managers.
Supervision (20%): Supervises the work of at least two fulltime employees at the supervisor level in the section.
Partner & Business Owner Management (18%): Understands business owner needs & city direction.
Provides recommendations, and ensures solutions meet client & leadership expectations.
Solution Portfolio Management & Maturity (15%): Owns solution scope and budget / resource sourcing & allocation and oversees collections of resources for products in a solution set.
Ensures solutions effectively meet intended goals and objectives, evolving as needed to achieve intended value and outcomes, using latest industry trends, tech and insights.
Solution Delivery Coordination & Oversight (12%): Coordinates the delivery of the IT solutions across multiple teams and stakeholders.
Other duties as assigned (5%): Supports IT or partner organizations with miscellaneous assignments or activities to provide direct or indirect value to City.
Minimum Qualifications Bachelor's degree in related field and five (5) years of directly related experience.
*Any combination of relevant education and experience may be substituted on a year-for-year basis.
Special Job Requirements Bachelor’s degree in IT or related field.
Experience in IT solutions (Project/Program management, Product Management, Solution Management) Experience supervising at least two full-time equivalent staff (FTEs) for 2+ years Experience with solution management methodologies such as PRINCE2, PMBOK, or Agile Experience developing and managing a budget, resource (personnel and budget) planning, forecasting, and tracking Experience with IT solution (project, product or program) management tools and software Preferred Qualifications Master’s degree in IT, Computer Science, a related field, the field being supported (if specialty role assigned indefinitely to a department) 10+ years of experience in IT solution management Experience with large-scale IT solutions Experience with government contracting Experience with IT security Experience following architectural standards and guidelines for solution design Experience working in a DevOps or DevSecOps model Certifications with PMI, SAFe, or similar solution management institutions in use as city standards Experience in Strategy and/or Architecture Prior experience leading / managing an operational business segment or function Selection Plan Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions.
Those who meet the minimum qualifications will have their resume reviewed and graded.
The highest scoring applicants will then be invited to participate in an Oral Board interview.
Oral Board Interviews will be held: the week of February 5, 2024.
Upon completion of all examination processes, the highest scoring applicants will be placed on an Eligibility List.
An applicant's ranking on the list will be based on their final score which will be calculated as: 5% of your rating for education and work experience 15% of your rating for your resume 80% of your oral board interview If you are in need of Americans with Disabilities Act-related accommodation during the testing process, please call Analyst Name and Number at least 48 hours prior to the evaluation.
The list may be used by any City department with an approved vacancy to fill in the next 6 months.
Selection will be made in accordance with CSR III, Section 2.
